## Environmental record

### Mantos Blancos regulatory process remains ongoing [caviedes_sma]

2022–October 2026 · documented · high materiality

Chile’s SMA rejected Mantos Copper’s proposed compliance plan in August 2024 within a proceeding opened in 2022. Capstone reports that the operator appealed the rejection but later withdrew that appeal. The SMA register listed the proceeding ongoing when checked at the cutoff.

**Attribution:** Employer context; no individual link established. Caviedes became Mantos Blancos general manager on 1 July 2026, after the 2022 proceeding began and the 2024 rejection. The reviewed sources do not establish his personal fault.

**Relevance:** Relevant to environmental and governance oversight, without inferring wrongdoing.

## Governance and interests

### Codelco union-surveillance case during prior management [caviedes_union]

2023–2025 · documented · high materiality

A Chilean labour-court summary reports that Codelco’s Chuquicamata division engaged in anti-union practices involving surveillance on 10–11 October 2023, and imposed a 300 UTM fine, damages and cessation and apology orders against Codelco. Codelco later published an apology accepting the ruling. Caviedes was the division GM at the time and left in May 2024. Separate media alleged a connection between his departure and the surveillance complaint; Codelco’s formal notice did not state a reason. The court summary reviewed does not make a personal finding against him.

**Attribution:** Role overlaps event; causation unproven. The labour ruling is against Codelco, not the executive; the reported reason for departure is a media allegation and was not independently established. No personal legal responsibility is inferred.

**Relevance:** Material former-employer governance and leadership context.

## Evidence gaps

- Independent identity, career and credential verification remains incomplete.

- Targeted searches do not establish absence of adverse records or exhaust applicable court, regulatory and local-language sources.

- Full labour judgment, later appeal record if any, and Caviedes’s own response were not located in reviewed sources.

- The prior per-person topic search log could not be verified against retained execution records. Topic coverage and absence of adverse records are not established.
