## Governance and interests

### Didipio suspension, permit and community dispute [holmes-didipio]

2019–2021 · disputed · high materiality

OceanaGold reported that Didipio underground mining stopped in July 2019 and processing in October amid disagreement over the permitting position. In 2020 a community group alleged forcible police dispersal at a blockade. OceanaGold said it had not participated in the fuel delivery, described engagement with police and an emergency dewatering need, and later denied a violent attempt to run the blockade. The company reported permit renewal in July 2021; mining restarted in November after Holmes resigned in September. A later company filing reports continuing legal challenges to the renewal.

**Attribution:** Role overlaps event; causation unproven. Holmes was OceanaGold COO and then CEO during this period; no individual involvement in the alleged dispersal or personal fault is established.

**Relevance:** Material operating, community and permitting context; disputed accounts remain distinct.
