Contributions and company outcomes

Sorby Hills advanced through studies, approvals and financing

2018–2026 · issuer reported · medium materiality

Boab reports that under Noon’s leadership Sorby Hills progressed through studies, approvals, financing and a December 2025 final investment decision. Its FY2026 annual report says construction began in March 2026; production remained a target for 2027, not a delivered operating result. The A$236 million loan reached contractual close but its drawdown remained subject to conditions.

Attribution: Individual involvement documented. The issuer directly attributes project advancement and financing to the Managing Director; reported project progress is not equivalent to operating production.

Relevance: Capital raising, permitting and project development are core capabilities for leading a development-stage miner.

Environmental record

Groote seabed proposal faced traditional-owner opposition

2010–2013 · documented · medium materiality

In October 2010, Groote executive director Noon said the company wanted to engage the Anindilyakwa Land Council and obtain traditional-owner support before activity. ABC subsequently reported traditional owners opposed the company’s proposed seabed manganese exploration over cultural and environmental concerns. Noon left the board in February 2011; the company gave no reason. In 2013, after his departure, ABC reported a moratorium and continuing local opposition, while Northern Manganese said another community supported its applications. No personal misconduct or personal causation is established.

Attribution: Role overlaps event; causation unproven. Noon was a Groote executive at the time of its proposal and made the cited consultation statement; the later moratorium and continuing debate post-date his departure.

Relevance: Community engagement and project consent are relevant to project delivery.

Exploration and Traditional Owner Consultation (p. 2, Traditional Owner Consultation); Traditional owners fight sacred area exploration (Traditional owners’ opposition and sought response); Groote down on board exodus (Board departure and absence of reason); Traditional owners stand ground on seabed mining (Moratorium and company response after Noon departure)

Suitability for the current role

Relevant public-company and project-development experience disclosed; operating delivery remains prospective

2010s–2026 · analyst inference · medium materiality

Issuer biographies describe Noon’s earlier Groote Resources leadership, West Rock co-founding and nearly 13 years on Boab’s board by the 2026 half-year report. The issuer attributes Sorby Hills resource expansion, studies, approvals, offtake and financing to his leadership. This is relevant development and capital-markets experience; Sorby Hills had entered construction in March 2026, while commercial production remained future, so the track record does not yet demonstrate an operating mine delivered by Boab. The biography’s claim of Groote market-cap growth is issuer-reported and lacks independent performance attribution in the material reviewed.

Attribution: Responsibility not applicable. This is a role-fit judgment based on issuer biographies and a dated corporate report; market capitalisation is a company outcome, not proof of individual causation.

Relevance: Relevant to leading a development-stage miner toward construction and commissioning.

Evidence gaps

  • Open-web adverse searches are scoped and not exhaustive; regulator, court, sanctions and criminal-record databases were not comprehensively searched.

  • The public-record date for his initial CEO appointment is not resolved: annual reports confirm director appointment on 19 October 2013, while one secondary profile displays CEO/MD from August 2013; the role-title start was left null.

  • A comprehensive record of the Groote proposal’s consultation and approval outcomes during Noon’s tenure was not established.

  • Historical search logs from the prior companion could not be independently verified; this refresh records only the searches and source reviews actually performed. Targeted regulator/court database searches by topic remain incomplete.
