Management background checks
NexGen has advanced Rook I through federal construction licensing but does not yet have an operating licence. The team combines uranium exploration, project and finance backgrounds, but evidence is limited for several senior delivery staff. A federal regulator upheld a company violation for pre-licence works. Permitting VP Moger signed a 2018 undertaking on historic engineering-title use, and the Mount Polley investigation documents his former tailings management role; the source does not determine that he personally caused the dam breach.
Decision-relevant facts
Material summary
Leigh Curyer
President and Chief Executive Officer
Federal construction licence granted
In March 2026 the CNSC issued the company a licence to prepare the site and construct Rook I. It explicitly does not authorize operation, which requires a future licensing decision.
Role overlaps event; causation unproven · Curyer was CEO while the company secured the licence; the regulatory process and project development involved the wider team.
Unlicensed site-preparation violation upheld
In December 2024 the CNSC issued a C$29,080 penalty for constructing two arrays of cased drill holes without a site-preparation licence. NexGen disputed the classification as exploration. In its 2025 determination, the Commission upheld the violation while reducing the penalty to C$11,920 and acknowledged a need for clearer definitions.
Role overlaps event; causation unproven · This is a finding against the company while Curyer was CEO; no personal misconduct finding against him was identified.
Evidence gaps · 2
- Independent verification of qualifications, complete career dates, prior-employer outcomes and comprehensive regulator/court records is incomplete.
- The documented name-and-employer search is a limited open-web screen and is not criminal, sanctions or litigation clearance.
Ryan Podrasky
Chief Financial Officer
Finance role during coal-business separation
NexGen reports Podrasky served as acting CFO during the separation of Teck’s coal business, helping establish the standalone entity’s finance and governance infrastructure. Teck’s 2023 presentation names him as CFO in the proposed separate entity. The claimed individual contribution is issuer-reported.
Role overlaps event; causation unproven · Finance leadership is documented; the completed transaction and business results do not independently establish his personal contribution.
Elk Valley water-quality penalties
Business in Vancouver reported that in October 2025 BC assessed more than C$3.6 million in administrative penalties against Elk Valley Resources Operations for water-treatment delays and water-limit breaches in 2018–2023. EVR said it was reviewing the penalties and described water-treatment investments and improvement downstream of treatment. The original decision and any later appeal outcome were not obtained.
Employer context; no individual link established · Podrasky held a finance role in the coal business; his precise tenure during individual underlying incidents and any personal involvement are not established.
Evidence gaps · 2
- Independent verification of qualifications, complete career dates, prior-employer outcomes and comprehensive regulator/court records is incomplete.
- The documented name-and-employer search is a limited open-web screen and is not criminal, sanctions or litigation clearance.
Travis McPherson
Chief Commercial Officer
Issuer describes involvement in financing and IsoEnergy
NexGen says McPherson contributed to raising equity and structured finance and to establishing IsoEnergy. The reviewed source does not independently quantify his personal contribution to individual transactions.
Individual involvement documented · The issuer attributes a role to him; transaction-level personal contribution has not been independently quantified.
Evidence gaps · 2
- Independent verification of qualifications, complete career dates, prior-employer outcomes and comprehensive regulator/court records is incomplete.
- The documented name-and-employer search is a limited open-web screen and is not criminal, sanctions or litigation clearance.
Monica Kras
VP Corporate Development
Canaccord start year conflicts between biographies
The NexGen biography states Kras joined Canaccord in 2014 and reports an economics degree. A CFA Society event biography says 2024. The exact year and degree have not been independently verified.
Responsibility not applicable · These are inconsistent third-party biography statements; no misstatement is inferred.
Evidence gaps · 3
- Independent verification of qualifications, complete career dates, prior-employer outcomes and comprehensive regulator/court records is incomplete.
- The documented name-and-employer search is a limited open-web screen and is not criminal, sanctions or litigation clearance.
- Canaccord start year is stated as 2014 by NexGen and 2024 by the CFA event biography; the discrepancy is unresolved.
Luke Moger
VP Environment Permitting and Licensing
2018 professional-title undertaking
In a signed 2018 undertaking with Engineers and Geoscientists BC, Moger agreed that between 2011 and 2016 he used the titles project engineer and mining engineer while not registered with or licensed by the association, that this breached the then Act, and that he stopped promptly when notified. NexGen’s 2024 environmental statement later describes him as a professional engineer; the date and current status of any registration were not independently established.
Individual involvement documented · The undertaking records Moger’s own agreed conduct and response. It does not find that this caused the Mount Polley breach, and it does not establish his later or current registration status.
Mount Polley tailings role and documented warning
The BC chief inspector’s report says tailings-facility responsibilities devolved to Moger and other water-management personnel in 2012 and identifies unclear responsibilities and diffuse water-management accountability. The tailings dam breached in August 2014. It records that Moger did not see a concern with an unfilled toe excavation, while acknowledging that such an excavation would reduce the factor of safety. Contemporary reporting also says he warned in a 2013 liaison meeting that rising tailings water required action.
Individual involvement documented · The source establishes a specific role and records his account of the excavation, while the investigation describes organizational and engineering factors; it does not establish individual legal culpability for the breach. His reported warning is included as relevant context.
Rook I site-preparation violation and later licence
The CNSC determined that NexGen conducted site-preparation work without the required licence, and corrected the penalty to C$11,920. It later granted a construction licence in March 2026; this did not authorize operations. NexGen had contested the classification of the earlier work as site preparation.
Role overlaps event; causation unproven · Moger held NexGen’s permitting role during the process; the finding is against NexGen and does not attribute individual misconduct.
Evidence gaps · 4
- Independent verification of qualifications, complete career dates, prior-employer outcomes and comprehensive regulator/court records is incomplete.
- The documented name-and-employer search is a limited open-web screen and is not criminal, sanctions or litigation clearance.
- Current independent engineering register status and any later individual investigation outcomes were not independently verified.
- Original liaison committee minutes underlying the 2013 warning were not retrieved; the warning is cited to independent reporting.
